What is going on here?

In what seems to be yet another tender fiasco, questions are being asked about what exactly is going on in Krogh Street, Louis Trichardt. This main-road artery into the town's CBD was partly ripped up between Stubbs and Ruh Street at the beginning of December last year, after which all work stopped, much to the frustration of local residents and business owners who have, for weeks now, had to endure the muddy mess.
